Good morning, We begin in Albany, where a small glimmer of hope for a state budget deal has emerged. Lawlers passed the first of nine spending bills, locking in a baseline two-percent increase in school foundation aid and pushing back the state's controversial electric school bus mandate by five years. Southern Tier Republican State Senator Tom O’Mara heavily criticized the move, calling the late single-bill passage "bad government" and demanding a complete budget be brought to the floor.Meanwhile, a Steuben County woman faces more than two dozen charges following a massive animal abuse investigation. Fifty-four-year-old Sheri King of Cohocton was arrested and charged with thirty-four counts of animal neglect and torture. Investigators executing a search warrant at her property discovered over thirty severely malnourished dogs. The animals have been removed by the Finger Lakes S-P-C-A and the Hornell Humane Society for emergency medical treatment. And finally, a thirty-seven-year-old motorcyclist is fighting for his life following a multi-vehicle pileup on Interstate eighty-six in Big Flats.
